It is beyond doubt that information concerning naval and marine movements in Eastern seas gets to the enemy and German Firms in our Colonies are strogly suspected of being concerned. In any event it is obvious that such firms can easily communicate with Germany if they are permitted to continue business with neutral

countries.

Such important interests are at stake that German Firms should be either limited to internal trade or closed down altogethe The latter course is the one I prefer as more effective and I am of opinion that it should be followed even where the persons for the time in charge are not German.

I shall be glad to have your comments but if you agree

you should take action at once.

HARCOURT.
